The origin of the name Shaper

It seems an email from Devra regarding how the term "Shaper" was chosen (by Dr. Yuri Alaric) . - http://commondatastorage.googleapis.com/pac/IB/01/item/nagassa.html

It seems Devra was considered "hot" :) which I can agree with (there is something about redhead scientists - :o)

from the email - "the name Shaper is my closest English translation to the Anazktec word for
those people who 'change their thoughts like clay or wood.' The Shamans there have many words for the way thoughts are bent. Curiously, it seems that the Shapers have little control over exactly what their subjects do. The Shamans say that they are learning to shape. "

So, as project head, how much did Devra have access to?  And how much was she able to "shape"????
